Abuja — The Tertiary Health Institutions National Consultative Forum, THINCF, of the Medical and Health Workers' Union of Nigeria, MHWUN, has called on the Federal Government to urgently conclude the review of the Consolidated Health Salary Structure, CONHESS, adjustment to avert fresh industrial action.
The call was contained in a communiqué issued at the end of its 48th session held from 20th to 23rd September, 2026, at the University of Abuja Teaching Hospital, UATH, Gwagwalada, FCT, and signed by its National Chairman, Comr. Dr. Davidson Adebayo Akilaiya and National Secretary, Comr. Otso Okolo Monday.
The forum, comprising Chairmen and Secretaries of tertiary health institutions across the six geopolitical zones, said it appreciated President Bola Ahmed Tinubu for setting up a committee in late 2025 to review the CONHESS adjustment, but expressed concern over prolonged delay in concluding the process despite interventions by the NLC and the suspension of the 84-day JOHESU strike.
It therefore resolved that the national leadership should be at liberty to take all necessary lawful actions to secure prompt actualisation of the adjustment.
On outstanding arrears, the forum decried the non-payment of seven months arrears arising from the CONHESS Review (Peculiar Allowance) to members in 27 tertiary health institutions across various MDAs, and called on the Federal Government to pay without further delay.
It also noted that while implementation of Professional Allowance for CONHESS beneficiaries had commenced, 19 months arrears remained unpaid. The forum urged government to pay the arrears and ensure that members omitted from the 7 months peculiar allowance were captured to prevent fresh agitation.
The forum further observed the stoppage of Teaching Allowance to members on CONHESS 7 and 8, describing it as contrary to the NSIWC circular SWC/S/04/S.218/IV/877 of November 19, 2025 which included them as beneficiaries. It called for immediate restoration and payment of all outstanding arrears.
On the 65-year retirement age, the forum thanked the Federal Government for the approval but faulted the circular by the Head of Service which limited beneficiaries to clinical health workers. It called for inclusion of all categories of health workers.
On public health, the forum expressed concern over reported diphtheria outbreaks in some states and urged government to provide vaccines, medical equipment, protective resources and funding for tertiary institutions to contain the outbreak.
It also called for urgent incentives to curb brain drain, including improved remuneration, affordable staff housing, vehicle and welfare loans, scholarships, training and improved working conditions.
The forum commended the national leadership of MHWUN led by Comr. (Dr.) Kabiru Ado Sani Minjibir and General Secretary Comr. Auwalu Yusuf Kiyawa, as well as the THINCF leadership, for commitment to workers' welfare, and urged government to engage stakeholders for prompt implementation of the resolutions to sustain industrial harmony.
