The National Commission for Colleges of Education has said its new Dual Mandate Policy will help reduce pressure on university admissions across Nigeria by allowing qualified Colleges of Education to independently award bachelor’s degrees.
Speaking during a media briefing in Abuja, the Executive Secretary of the NCCE, Angela Ajala, said the reform marks “a new dawn for teacher education in Nigeria.”
Under the policy, Federal Colleges of Education will now be able to award both the Nigeria Certificate in Education (NCE) and Bachelor’s Degrees in Education without affiliation to universities.
According to Ajala, the policy is aimed at:
🔹 Expanding access to higher education
🔹 Reducing overcrowding in universities
🔹 Strengthening teacher training and specialisation
🔹 Improving institutional autonomy
🔹 Attracting more candidates into the teaching profession
The reform follows the enactment of the Federal Colleges of Education Act signed into law by President Bola Tinubu on July 24, 2023.
Full implementation of the policy is expected to begin in the 2026/2027 academic session.
