The Federal Government has commenced moves to operationalise 112 as Nigeria’s single universal toll free emergency number nationwide, a development that aligns closely with the far reaching recommendations contained in a motion sponsored on the floor of the House of Representatives in June 2026 by the Member representing Badagry Federal Constituency, Hon. Sesi Oluwaseun Whingan.
Whingan had, in his motion titled “Urgent Need to Strengthen Nigeria’s Emergency Response Architecture Through a Functional Nationwide Emergency Hotline and Integrated Security Communication System,” called for an urgent overhaul of Nigeria’s emergency communication architecture to ensure that Nigerians can access security and emergency services quickly through a functional, reliable and integrated system.
The Federal Government’s latest move, announced following a stakeholders’ meeting on the National Emergency Number 112 Project in Abuja, provides a significant step towards the realisation of the central recommendation of the lawmaker’s motion.
According to the Federal Government, the National Economic Council had recently approved 112 as Nigeria’s single universal toll free emergency number, while Vice President Kashim Shettima has directed relevant agencies to develop a comprehensive operational roadmap and standard operating procedures for its nationwide rollout.
A multi agency committee comprising the Nigeria Police Force, Nigerian Communications Commission, National Emergency Management Agency, Federal Road Safety Corps and other relevant agencies has consequently been constituted to finalise the implementation framework for the system and prepare it for formal endorsement by the National Economic Council.
The initiative is designed to replace the fragmented emergency lines currently operated across different agencies and jurisdictions and provide Nigerians with a simple and reliable channel for seeking assistance during security incidents, road crashes, fire outbreaks, medical emergencies, kidnappings and other life threatening situations.
This is substantially in line with the position canvassed by Hon Whingan before the House, where he raised concerns over the difficulties Nigerians face in identifying the appropriate agency to contact during emergencies and the delays that could arise from scattered emergency numbers, weak coordination and inadequate response tracking.
In his motion, the Badagry Federal lawmaker urged the Federal Government to harmonise existing emergency numbers into a functional, toll free nationwide emergency hotline linked to an integrated security and emergency response system.
He also called for the integration of emergency calls with SMS, USSD and other approved distress channels, alongside caller location support, multilingual access, priority routing, appropriate privacy safeguards and improved coordination among security and emergency response agencies.
Whingan further proposed the constitution of an Ad Hoc Committee on National Emergency Communication and Security Response to investigate the functionality, funding, governance, technical capacity, public awareness and inter agency coordination of Nigeria’s emergency response systems.
The lawmaker had argued that in an environment where Nigerians continue to face kidnappings, attacks on communities, school abductions, highway attacks, road emergencies and other threats, the ability of citizens to quickly alert authorities and for responders to identify, verify and act on distress calls could mean the difference between life and death.
He stressed that emergency communication should not merely exist on paper but must be accessible, functional, responsive and properly integrated with the agencies responsible for saving lives and protecting property.
The Federal Government’s current action appears to respond directly to this longstanding concern, with the new 112 framework seeking to move Nigeria from fragmented emergency response arrangements towards a coordinated national system.
Speaking at the stakeholders’ meeting, Vice President Shettima directed the participating agencies to move quickly from policy approval to practical implementation and ensure that the operational framework is guided by global best practices. He also assured stakeholders that resources would be made available to drive the initiative.
The Inspector General of Police, Olatunji Rilwan Disu, also expressed the full support of the Nigeria Police Force for the unified emergency number, describing the initiative as an important step towards giving citizens a simple and reliable means of accessing emergency assistance.
Reacting to the development, Hon Sesi Whingan welcomed the Federal Government’s decision, describing it as a positive step towards building a more responsive and technology driven emergency management system in Nigeria.
According to him, the ultimate objective should be to ensure that when a Nigerian dials 112 in a moment of danger, the call is received, accurately located, properly verified and immediately routed to the appropriate response agency.
He noted that the effectiveness of the initiative would depend not only on declaring 112 as the universal emergency number but also on ensuring that the infrastructure, personnel, technology, funding and inter agency coordination required to make the system work are put in place across the country.
The Badagry Federal lawmaker also emphasised the importance of sustained public awareness so that Nigerians, particularly those in rural and underserved communities, are fully aware of the emergency number and understand how to use it.
“An emergency number is only as effective as the response system behind it. Nigerians must be able to call for help and have confidence that their distress call will be received, located, verified and acted upon without unnecessary delay,” Whingan said.
He further expressed optimism that the operationalisation of 112 would strengthen Nigeria’s internal security architecture, improve emergency response times and enhance collaboration among the Police, NEMA, FRSC, telecommunications operators, health emergency services, fire services and other relevant agencies.
For the people of Badagry Federal Constituency and Nigerians across the country, the development represents an important step towards ensuring that emergency assistance is only one call away.
