The Kano State House of Assembly has passed the Kano State Private and Voluntary Institutions Board (Amendment) Bill, 2026, introducing stricter measures to regulate the operations of private and voluntary educational institutions, including a requirement for official approval before schools can increase tuition and other fees.
The bill was passed during Monday’s plenary after lawmakers considered and adopted the report of the House Committee on Education, which conducted public hearings and consultations with key stakeholders before presenting its recommendations.
Speaking after the passage of the legislation, Speaker of the House, Rt. Hon. Ismail Falgore, commended members for their contributions throughout the legislative process, describing the amendment as a major step towards strengthening the administration and oversight of private schools in Kano State.
A key provision of the amended law is the creation of the office of Executive Secretary to enhance the effective management of the Kano State Private and Voluntary Institutions Board.
The legislation also mandates private and voluntary schools to obtain approval from the relevant authorities before implementing any increase in tuition or other school fees.
According to the Assembly, the measure is intended to protect parents and guardians from arbitrary fee hikes while ensuring that any proposed increase is subjected to regulatory scrutiny.
Lawmakers noted that the amendment followed extensive consultations with education stakeholders during public hearings organised by the House Committee on Education before its final passage.
