Senegal has revoked Atlas Oranto Petroleum’s Cayar Offshore Shallow licence, citing the company’s failure to provide required bank guarantees and more than 15 years of minimal exploration activity since the block was awarded.
The decision followed a regulatory review by the Senegal Ministry of Energy and Petroleum, which found that Atlas Oranto Petroleum breached key financial and contractual obligations tied to the licence.
Officials said the revocation reflects the government’s determination to enforce stricter compliance in the oil and gas sector and ensure that licensed acreage leads to real investment and development, rather than prolonged inactivity.
According to the ministry, the withdrawal became unavoidable after repeated breaches by the operator and years of regulatory forbearance. Authorities stressed that exploration rights must be backed by clear financial capacity, timely execution, and tangible progress.
The ministry added that Senegal’s objective is to ensure its natural resources are developed responsibly and transparently, delivering measurable value to the state, warning that extended inactivity undermines national development goals.
