The Nigerian Electricity Regulatory Commission (NERC) has directed electricity Distribution Companies (DisCos) to refund a total of ₦20.33 billion to customers who paid for meters under the Meter Asset Provider (MAP) scheme.
According to the commission, the outstanding amount must be recovered and fully reimbursed to affected customers within 12 months, starting from March 1, 2026.
Under the MAP framework, electricity consumers who purchase meters themselves are expected to be refunded by their DisCos through energy credits over time. However, NERC noted that refunds have been extremely slow, prompting the regulator to issue a new directive.
The order, No: NERC/2026/025, was signed on February 27, 2026, by NERC Chairman Musiliu Oseni and Commissioner for Legal, Licensing & Compliance, Dafe Akpeneye.
According to NERC, a review conducted in February 2026 revealed that as of December 31, 2025, DisCos still owed customers ₦20.33 billion for meters purchased under the MAP scheme.
“The review highlighted that DisCos have an outstanding amount of ₦20.33bn to reimburse customers for meters procured under the MAP framework,” the commission stated.
The new order amends a previous 2023 directive and aims to ensure that electricity consumers who paid for meters are properly compensated within the set timeline.
