A farmer from Techiman, Mariam Alhassan, has filed a suit at the Supreme Court challenging the government’s rules on industrial wee(Cannabis sativa) cultivation.
She argues the licensing fees, annual levies, and strict transport rules make it nearly impossible for small farmers to join the legal hemp industry.
The case names the Ministry of Interior, NACOC, Ministry of Food and Agriculture, and the Attorney-General.
Alhassan says the government ignored recommendations for tiered, risk-based licensing, and claims the current framework violates several constitutional provisions, including fair economic participation and administrative justice.
She is asking the court to order a redesign of the licensing system to allow smaller farmers to participate and to temporarily stop enforcement of the current rules until changes are made.
