The Petroleum Products Retail Outlets Owners Association of Nigeria (PETROAN) has called on the federal government to sell the Port Harcourt, Warri, and Kaduna refineries managed by the Nigerian National Petroleum Company Limited (NNPCL).
PETROAN’s National President, Billy Gillis-Harry, said the refineries would become more productive if privatized rather than waiting for government rehabilitation, which has cost billions of naira with little or no output.
He urged that the sale of the four state-owned refineries should be completed transparently by the first quarter of 2026. According to him, continued government ownership wastes resources and slows progress in Nigeria’s petroleum sector.
Gillis-Harry added that private sector management is necessary to achieve energy security and stability in the downstream petroleum industry.
This call comes amid ongoing discussions about the future of Nigeria’s refineries. The Group CEO of NNPCL, Bayo Ojulari, previously said that privatization is still possible after a review of the facilities.
